After WW1, Americans began to harbor fear towards foreigners, and disliked a communist-type government that seemed to be consuming the world. People like Palmer were affected by the "red and sought to suspect and catch those Americans whose loyalty could be questioned.
You can see in the very back corner, a Jewish woman knitting. Her language in embedded on the material, but she is knitting in fear. She represents all the other immigrants that lived in fear or prosecution for their religion, culture, and race. Then there are three men. Each one is catching suspected immigrants and those who do not seem to be loyal to America. These people are chained together, or caught in a large net. There's one man who is with a smaller man carrying the American Flag. The detective has a large magnifying glass, looking deeply into those suspects who's loyalty can be questioned. The biggest man seems to be Palmer himself, pushing the immigrants in the boats back into the water, preventing them from landing. There is also an arm throwing a bomb out of a building, signifying the wall street bombing as well as the bomb that was targeting Palmer's house. The buildings are crushed to rubble, and people are running away scared. Lastly, it shows the first airplane flying over the entire picture, showing also, the accomplishments that American was making progress towards. America was questioning and doubting the very heart of their nation, releasing havoc and creating more chaos.
